Just past the mid-point of the Biden administration, it makes sense to take stock of federal sector labor-management relations. We examine developments on several fronts. First, we review the major policy initiatives undertaken by President Biden to change relevant practices. Second, we present up-to-date data on the membership, bargaining recognition, and finances of four major federal-employee unions. Third, we report on the operational status of the Federal Labor Relations Authority and Merit Systems Protection Board.
