The FLRA Releases Video on Official Time
Today, the Office of the General Counsel released a training video on Official Time under
Section 7131 of the Federal Service Labor-Management Relations Statute. The video is posted
on FLRA’s YouTube channel, as well as in FLRA’s video training library at FLRA.gov.
The training video educates federal employees, unions, and managers on topics related to union
official and employee use of official time while engaged in Statutorily protected activities.

The training video demonstrates the OGC’s continued commitment to educating employees and
agency and union representatives on the purposes, policies, and procedures of the Statute. For

The FLRA administers the labor-management relations program for 2.1 million non-Postal federal
employees worldwide, approximately 1.2 million of whom are represented in 2,200 bargaining
