TOPIC: FEDERAL SECTOR LABOR-MANAGEMENT RELATIONS: CHALLENGES, THREATS, AND OPPORTUNITIES UNDER TRUMP 47

Federal sector labor-management and employee relations are in for a major reset under Trump 47.  Unlike Trump 45, the 47th president’s term will develop relevant policy and practice within the political-ideological context of the Department of Government Efficiency and reforming the so-called administrative state.  Vast changes will emerge from an expanded exercise of executive power to make key appointments and reshape the management of the federal workforce.  Expected are more serious constraints on union power and influence through the expansion of managerial powers and edicts to curtail remote-work arrangements and reclassify workers to remove them from traditional civil service protections.  On top of this, continual pressure will exist to close departments and agencies that are deemed part of what some consider to be an over-reach of federal governance.  In this environment, federal employee unions will be tested to display their value as representational agents. Opportunities will materialize in litigation, political mobilization with key congressional committees, and grassroots activism in preparation for the 2026 midterms.  We are entering an era of tumultuous labor-management and employee relations which will challenge both management and labor in how to keep their focus on public service.  The presentation explores these facets of potential change on the horizon.

 

*Marick F. Masters is a Professor of Business (Emeritus) at Wayne State University, where he was Director of Labor at Wayne and chair of the Accounting and Finance departments of the Mike Ilitch School of Business.  He received his Ph.D. in Labor and Industrial Relations from the University of Illinois. He served in the business school faculties of Texas A&M University and the University of Pittsburgh, where he was Director of MBA Programs and Associate Dean (Interim).  Dr. Masters has published numerous articles and four books.  He is currently working on books on Federal Sector Labor-Management Relations, The New UAW, and the political comeback of Richard Nixon (The Phoenix: How Richard Nixon Rose from Political Ashes to Win the Presidency in 1968).  He has extensive consulting experience in management, labor relations, negotiations, and conflict resolution.  Dr. Masters is a frequent commentator in the media and a podcaster on topics such as business, labor, and politics.  He is a former Democratic candidate for the U.S. Congress in the former 18th district in PA in 1992.
