Charles Arrington sworn in as an Authority Member of the FLRA
The Federal Labor Relations Authority (FLRA) is pleased to announce that on January 6, 2026
Charles “Chuck” Arrington was sworn in to be a Member of the Authority – the FLRA’s three
Member decisional component. This is Member Arrington’s first term following his
confirmation in the Senate on December 18, 2025. Mr. Arrington was nominated by President
Trump in May.
Mr. Arrington served most recently as the Deputy Chief Human Capital Officer (DCHCO) at the
Department of Health and Human Services (HHS). Previously, he served as the Chief of
Employee/Labor Relations at the National Cemetery Administration (NCA) in the Department of
Veterans Affairs (VA). Throughout his tenure at the VA, Member Arrington also served as a
Labor Relations Specialist, Negotiator, and Labor Relations Chief, developing and implementing
numerous collective bargaining agreements. Additionally, he was a Union President
representing bargaining unit employees. Member Arrington also previously served honorably in
the Navy for four years.

The FLRA administers the labor-management relations program for 2.1 million non-Postal federal
employees worldwide, approximately 1.2 million of whom are represented in 2,200 bargaining
units. It is charged with providing leadership in establishing policies and guidance related to
federal sector labor-management relations and with resolving disputes under, and ensuring
compliance with, the Federal Service Labor-Management Relations Statute.
