President Trump Appoints Members to the Federal Service Impasses Panel;
FSIP Members Sworn In.
The Federal Labor Relations Authority (FLRA) is pleased to announce that on July 9, 2026
President Donald J. Trump appointed a full slate of eight Members to the Federal Service
Impasses Panel (FSIP). The newly appointed members are:
• Mark Carter, Chair
• Thomas Beck, Member
• Molly Conway, Member
• Michael Greason, Member
• David Mansdoerfer, Member
• Frank Ricci, Member
• Joseph Santoro, Member
• Vincent Vernuccio, Member
All eight members were sworn into office between July 21 and July 27.
FSIP is an entity within the FLRA. Its Chairman and Members serve on a part-time basis and
provide assistance in resolving negotiation impasses between agencies and labor organizations
representing federal employees.
“I am pleased that the Panel now has a full complement of members and can resume its
important work,” said FLRA Chairman Colleen Kiko.

The FLRA administers the labor-management relations program for federal employees (excluding
postal service employees) worldwide. It is charged with providing leadership in establishing
policies and guidance related to federal sector labor-management relations and with resolving
disputes under, and ensuring compliance with, the Federal Service Labor-Management Relations
Statute.
The Federal Service Impasses Panel (Panel) resolves impasses between federal agencies and
unions representing federal employees arising from negotiations over conditions of employment
under the Statute and the Federal Employees Flexible and Compressed Work Schedules Act.
