FLRA Announces Appointments to the Foreign Service Impasse Disputes Panel
Colleen Duffy Kiko, Chairman of the Federal Labor Relations Authority (FLRA), in her capacity
as Chairperson of the Foreign Service Labor Relations Board (FSLRB) and as approved by the
three-member Authority, announces the appointments of the Members of the Foreign Service
Impasse Disputes Panel (FSIDP).
• Mark Carter, Chairman – FSIP Member
• Sherry Keneson-Hall – Foreign Service member
• Anny Vu – Foreign Service member
• David McFadden – Department of Labor Member
• Jim Carter – Public Member
FSIDP is composed of two members of the Foreign Service, one individual employed by the
Department of Labor, one member of the Federal Service Impasses Panel (FSIP), and one public
member. All FSIDP Members serve on a part-time basis, as impasse disputes involving the
Foreign Service arise. Mark Carter, FSIP Chairman, is also designated to serve as the Chairman
of FSIDP.
Chairman Kiko stated: “I am pleased to appoint these distinguished individuals to serve. When
needed, FSIDP Members fulfill a vital statutory role by ensuring that impasse dispute cases in
the Foreign Service are resolved efficiently.”

The Foreign Service Impasse Disputes Panel was created by the Foreign Service Act of 1980, 22
U.S.C. §§ 4101-4118.
The FLRA administers the labor-management relations program for federal employees (excluding
postal employees) worldwide. It is charged with providing leadership in establishing policies and
guidance related to federal sector labor-management relations and with resolving disputes under,
and ensuring compliance with, the Federal Service Labor-Management Relations Statute.
