Charlton Allen Sworn in as General Counsel of the FLRA
The Federal Labor Relations Authority (FLRA) is pleased to announce that on August 24, 2026, Charlton Allen was sworn in to serve as the FLRA’s General Counsel. Mr. Allen will serve a five-year term following his confirmation in the Senate on August 7, 2026. Mr. Allen was nominated by President Trump in January.
The General Counsel has independent statutory responsibility for investigating alleged unfair labor practices, determining whether complaints should be issued, prosecuting unfair labor practice cases, overseeing representation matters, and directing the operations of the Office of the General Counsel.
“I am deeply honored by the confidence President Trump and the United States Senate have placed in me,” Allen said. “The Office of the General Counsel performs an important and independent role in the administration of the Federal Service Labor-Management Relations Statute. I look forward to working with the dedicated professionals of the FLRA and the Office of the General Counsel and to carrying out the responsibilities entrusted to the office fairly, efficiently, and faithfully under the law.”
Mr. Allen brings nearly three decades of legal, public-service, and leadership experience as an attorney, mediator, public administrator, judicial officer, and published writer. He previously served as a Commissioner and later as Chairman, Chief Executive Officer, and Chief Judicial Officer of the North Carolina Industrial Commission. During his service on the Commission, his work included initiatives involving agency modernization, administrative efficiency, fraud and compliance enforcement, opioid-utilization reforms, implementation and defense of a Medicare-based medical fee schedule, and professional education.
Mr. Allen has practiced law in North Carolina and earned both his undergraduate and law degrees from the University of North Carolina at Chapel Hill.

The FLRA administers the labor-management relations program for federal employees (excluding postal employees) worldwide. It is charged with providing leadership in establishing policies and guidance related to federal sector labor-management relations and with resolving disputes under, and ensuring compliance with, the Federal Service Labor-Management Relations Statute.
