FLRA Issues Updated Guide to Negotiability Under the Federal Service Labor-Management Relations Statute
The Federal Labor Relations Authority (FLRA) is pleased to announce the release of an update
to its Guide to Negotiability Under the Federal Service Labor-Management Relations Statute
(Guide). This is the first update to the Guide since it was created in 2013. The updated Guide is
available on the FLRA’s “Guides and Manuals” webpage.
The updated Guide reflects updates to the FLRA’s negotiability regulations and case law,
provides more recent case citations for longstanding legal principles, and features improved
formatting to enhance readability and accessibility.
“I am pleased to announce the Authority’s publication of the updated Guide to Negotiability,”
said Chairman Colleen Kiko. “One of the Authority’s statutory duties is to provide leadership in
establishing guidance on matters arising under the Statute, and this Guide is an important part of
those efforts. We hope our parties find the Guide useful in understanding not only the
Authority’s negotiability process, but also their obligations and rights at the bargaining table.”

The FLRA administers the labor-management relations program for federal employees (excluding
Postal Service employees) worldwide. It is charged with providing leadership in establishing
policies and guidance related to federal sector labor-management relations and with resolving
disputes under, and ensuring compliance with, the Federal Service Labor-Management Relations
Statute.
