SPEAKER: Mark Anthony Carter
Mark Carter previously served for ~10 years as a FSIP Member and subsequently as its
Chairman. He is currently a Partner at the law firm of Dinsmore & Shohl LLP in its Charleston,
West Virginia office, where he practices exclusively in the area of labor and employment law
and the Racketeer Influenced Corrupt Organizations (RICO) Act. Mr. Carter served as Chair of
the firm’s Labor Practice Group. He has a national practice focused on advising employers on
all aspects of relationships with labor unions. Mr. Carter has advised and represented
employers throughout the United States in collective bargaining, arbitrations, and federal
litigation involving labor unions, as well as serving employers in employment litigation. He has
testified before the U.S. Senate and the U.S. House of Representatives on labor issues. He is a
former Management Chairman of the Antitrust, RICO, and Labor Law Committee of the
American Bar Association. Mr. Carter has served as an international speaker on labor law,
published numerous articles, and written portions of treatises on the subject.
Mr. Carter received a B.A. from The University of Michigan, where he was a Burnett Scholar,
and a J.D. from the West Virginia College of Law.
