Mr. Tobias will discuss, based on his vast experience in the Federal Sector, whether Finding #10 of the Civil Service Reform Act of 1979, “the right of Federal employees to organize, bargain collectively, and participate through labor organizations in decisions which affect them, with full regard for the public interest and the effective conduct of public business, should be specifically recognized in statute,” remains true today, and, if so, what actions might this community take to maximize the opportunity to make it so?
