SFLERP Members Elect Greenberg and Stanley to the Board of Directors
Michael Phillips Reelected
During the recent election, Society members elected new Board members: Keith Greenberg and Laura (“Lex”) Stanley, and reelected Michael Phillips.
Mr. Greenberg is an arbitrator and mediator of private, public, and federal sector labor and employment disputes. He is a member of the National Academy of Arbitrators and serves on permanent labor arbitration panels, including in the federal and public sectors, and has served as a third-party neutral for the adjudication of EEO and unfair labor practice complaints. He previously served as President of the SFLERP D.C. Chapter and as Co-Chair of the D.C. Bar’s Labor and Employment Law Community. A graduate of the Cornell University School of Industrial and Labor Relations and of the University of Michigan Law School, he is also a member of the Cuban American Bar Association and is fluent in Spanish.
Ms. Stanley serves as the Director, Labor & Employee Relations, Defense Civilian Personnel Advisory Service (DCPAS) where she leads a team of senior HR Specialists who deliver innovative policies, advisory and consultative services, training, and operational support for the Department of Defense and its more than 900,000 civilian employees worldwide. Prior to joining DCPAS, she served as the Acting Director, Workforce Relations & Compensation Division, Civilian HR, Department of the Navy, where she was responsible for overseeing several Department of Navy-wide programs including ER, LR, Performance Management, Awards, and ADR. Ms. Stanley earned her undergraduate degree in Criminal Justice from Youngstown State University, and a graduate degree in Public Administration from the University of Alaska Southeast. She has also been certified as a mediator by multiple agencies.
Mr. Phillips served eight years active duty in the United States Navy and retired from the Navy after serving thirteen more years in the Active Navy Reserves. He was an Engineering Laboratory Technician on the nuclear submarine, USS Mariano G. Vallejo, SSBN 658. While onboard the USS Frank Cable, AS 40, he performed oversight for radiological controls for nuclear maintenance on submarines. He has over thirty-eight years of service in the Federal Government. Since joining the International Federation of Professional and Technical Engineers, Local #1 in 1995, Mr. Phillips has served as Delegate, Steward, Sergeant at Arms, Laws Committee Chairman, Treasurer, President, and Chief Steward for the Norfolk Naval Shipyard Area. He retired from Norfolk Naval Shipyard in 2019. He has been a member of SFLERP since 2007 and served as the President-Elect and President of the Society’s Hampton Roads Chapter. In June 2019, he was appointed to fill a vacancy on the SFLERP Board of Directors.
