                              The FLRA Office of the General Counsel Releases
                                   Collective Bargaining Video Training Series

Today, the Office of the General Counsel released a 5-part video series on Collective Bargaining
in the federal government, describing elements of the collective bargaining process under the
Federal Service Labor-Management Relations Statute (Statute). The video series is posted as a
playlist on FLRA’s YouTube channel, as well as in FLRA’s video training library at FLRA.gov.
The series educates federal employees, unions, and managers on what is included in the scope of
bargaining, when there is a duty to bargain, what represents good and bad faith bargaining, what
defenses exist affecting a party’s duty to bargain, and remedies when violations occur.

The FLRA administers the labor-management relations program for 2.1 million non-Postal federal
employees worldwide, approximately 1.2 million of whom are represented in 2,200 bargaining
