Thomas Tso appointed FLRA Solicitor
Susan Tsui Grundmann, Chairman of the Federal Labor Relations Authority (FLRA), announced
the appointment of Thomas Tso as Solicitor of the FLRA on May 22, 2023.
As Solicitor, Mr. Tso represents the FLRA before all federal courts, including the Supreme Court
and the courts of appeals, and advises FLRA components on legal issues arising under the
Federal Service Labor-Management Relations Statute. Mr. Tso also will serve as the FLRA’s in-
house counsel, providing legal guidance on laws such as the Ethics in Government Act, the
Freedom of Information Act, the Privacy Act, and the Sunshine Act.
Chairman Grundmann stated, “I am delighted to welcome Mr. Tso to the FLRA. His breadth of
litigation experience in public, private and academic legal circles will be incredibly valuable to
our Agency on a wide range of complex issues.”
Mr. Tso joins the FLRA following a career in academic and government service and private
practice. Prior to his appointment, Mr. Tso served as the Deputy General Counsel at Catholic
University, where he advised the university’s legal team on issues related to employment,
student policies and discipline, procurement, real estate, intellectual property, immigration,
litigation, and risk management. Before that, Mr. Tso served more than 12 years at the
Department of Labor, most recently as counsel for appellate and special litigation for benefits
law in the Office of the Solicitor. He advised the Department’s leadership on major cases and
supervised the Department’s briefs in the Supreme Court and the courts of appeals concerning a
broad array of regulatory, statutory and constitutional issues related to employee benefits. He
also led teams in reviewing and defending several major regulations.
He clerked for Judge James L. Dennis on the U.S. Court of Appeals (5th Circuit). Mr. Tso
graduated from Princeton University in 2002, obtained his law degree from Harvard Law School
in 2006, and also received a master’s degree in Regional Studies-East Asia from Harvard
University in 2006.

The FLRA administers the labor-management relations program for 2.1 million non-Postal federal
employees worldwide, approximately 1.2 million of whom are represented in 2,200 bargaining
units. It is charged with providing leadership in establishing policies and guidance related to
federal sector labor-management relations and with resolving disputes under, and ensuring
compliance with, the Federal Service Labor-Management Relations Statute.
