President Trump nominated Catherine Bird to serve as General Counsel of the Federal Labor Relations Authority. The General Counsel leads the FLRA’s Office of General Counsel, the independent investigative and prosecutorial component of the FLRA. The Office of General Counsel, through its regional offices, investigates, resolves, and prosecutes unfair labor practice charges, addresses representation questions, including conducting secret ballot elections to determine a collective bargaining representative, and provides training and assistance to parties on establish- ing productive and cooperative labor-management relations.
Ms. Bird currently is the Principal Deputy Assistant Secretary for Administration at the US Department of Health and Human Services where she oversees various offices and divisions including Human Resources, Information Technology, Real Estate and Logistics, and Acquisition. Prior to her position, she served as an Associate General Counsel at HHS where she provided legal advice and support on matters such as employ- ment and personnel law, Food and Drug Administration actions, and Medicaid reimbursements. A native of Dallas, Texas, Ms. Bird graduated summa cum laude from Howard Payne University with a Bachelor’s degree in Political Science and graduated magna cum laude from Baylor University School of Law.
